The research developed by LED UFC aims to investigate information modeling for sustainable urban planning and development in small cities and its related impacts. Through a systemic approach, the project intends to use CIM (City Information Modeling) as a digital model capable of simulating various urban aspects and phenomena, with the aim of diagnosing, proposing solutions and managing the city more efficiently. This model centralizes the collected information and has functions that facilitate urban management and governance.
The overall objective of the research is to propose tools to support planning, management and governance for sustainable development in small cities. To this end, an information model is proposed to support the elaboration of regulations for land use and occupation in an appropriate way to the development of social, economic, cultural and environmental reality of small municipalities. With a focus on the Municipality of Icapuí, the research is directed towards the development of the Participatory Master Plan.

The PMP will guide the urban planning and development of the city. To ensure that the city fulfills its social function and offers necessary instruments that can intervene in the processes of urban and territorial planning and management, the research must follow the principles established, especially by articles 182 and 183 of the Federal Constitution, regulated by the City Statute, Federal Law No. 10.257, of July 10, 2001 and will harmonize urban and environmental regulations.
The research will be conducted over a period of twelve months and will be developed in a multidisciplinary manner, on three stages: the first stage will consist in capturing and systematizing data, the second will involve proposing a model and guidelines for the device, and the third will encompass formalizing and making adjustments for PMP submission.
